- Important note/information:
Referees (7 and higher) must fulfill all of their grade requirements before they can be re-registered. That is, they must pass their fitness, written and field (maintenance) assessment. Additionally, they must submit their paper work, including their required US-Soccer registration fee before December 31st of the year prior, they are registering (December 31st, 2010 for 2011 re-registration).
Should any of these steps be missing and not all requirements satisfied before December 31st, regardless of the referee’s situation, NO referee can officiate any match unless they have fulfilled the requirements and have registered for that calendar year.
A special case rises if the missing requirement is the Assessment requirement.
After December 31st it becomes catch 22. Referees can’t register because they haven’t completed their upgrade requirements. And cannot complete the required assessment/s because they are not registered! In these cases the referee will be down-graded to a referee grade 8 (regardless of their grade), registered and is allowed to fulfill the assessment requirement. Once the assessment is completed successfully, the referee will be re-instated to their prior grade.

Request an Up-Grade Assessment
To request an upgrade assessment contact the State Director of Assessment, Neil Hantak, and Central District’s Director of Assessment, John David, using the links below.
You will need to complete an upgrade assessment request form (Use the link below to get a copy of the Assessment form).
This form needs to be filled, signed and together with the appropriate fee, mailed to Neil Hantak.

- Requesting an Up-Grade.
From the home page of CDSoccer.org go to the Administrative handbook, pages 16-23. Study the requirements for the desired grade and make sure they are met.
You must record and submit all of the (US-Soccer only, affiliated/sanctioned) matches you have officiated. The information needed are:
- Date of the match
- Age group (U16, U19 etc.)
- Name of both teams
- Location (field + City + State) and time
- Your position in the match (Referee or an Assistant Referee)
- The Assignor and League’s name and information (email, phone number)
Assessments:
-Assessment will only count if the match is a 90 minute sanctioned/affiliated US-Soccer match.
-The assessment/s, your written test and your fitness test for your upgrade have to all occur in the same calendar year, you announce your intension to upgrade. For example, if you wish to upgrade in 2011, you need to announce (email Ali Saheli) in 2010 (any time). If all of the requirements are met (Request, Game record, Written test, Fitness test, Assessment/s) during 2010, when the re-registration period for 2011 arrives, we will register you as a higher grade.
-Special condition applies for all grade 7s and higher that wish to upgrade.
Although all referees can wait to finish their written and fitness test after December 31st and not register until they have completed all of the required steps for re-registration and/or upgrading, the grade 7 and higher CANNOT postpone their assessment requirement. That is, grade 7s and higher shall have their maintenance assessment done before they can be re-registered. After December 31st it becomes catch 22. They can’t register because they haven’t completed their upgrade requirements. And cannot complete the required assessment/s because they are not registered in 2011! IF they do not get all of the requirements done before December 31st they must re-register as a grade 8, take care of the requirements and then pay an additional $25.00 fee to upgrade, mid-year. Remember regardless of the referee’s situation, NO referee can officiate any match unless they are registered for that calendar year.
-The $25.00 mid-year upgrade fee applies to all that register for a particular grade for a particular year and then wish to upgrade mid-year.
- Remember you can take care of your assessment requirements anytime during the year. That is your assessments in 2010 will only count for your upgrade/registration in 2011.
Fitness test:
It is in the interest of referee to send in (email DRA) desire to upgrade prior to end of June of the any calendar year. The FREE (Missouri Referee Program’s/Central District) annual testing sessions are normally held in Columbia for all the referees (sometime in July or August at the Rock Bridge High School track). Depending on the numbers, will have one or two of these free sessions, annually. If however you cannot attend the annual testing session/s, you will have to make special arrangement with Ali Saheli and John David and are responsible for the $50 fee.
Written Test:
- An up-grade test will be administered and the referee must score 85% or better.
